This position is responsible for administering the agency’s overall web presence for the full range of web support functions. Experience developing and maintaining websites using Expression Web and SharePoint is required for this position.
The primary purpose of this staff augmentation position is to obtain a resource for the now vacant Web Master position at the clients. The position is responsible for administering the agency’s overall web presence for the full range of web support functions. Work involves developing agency web templates; ensuring that the agency websites adhere to the agency and OA policies and standards; and serving as a consultant to other bureaus maintaining websites in the agency. This person performs Technical Work and is the Web Administrator for the agency. This person will work with technical staff and content providers to coordinate the creation, modification and implementation of the content, services, site structure and updates. The Web Specialist will define system design and user interfaces based on customer needs and objectives. This person has technical responsibility for the development and maintenance of the websites. Websites are currently developed and maintained using Microsoft Expression Web v.4, however PSERS will be migrating from Expression Web to SharePoint, so candidates should have experience with both Expression Web and SharePoint to be considered for this position.
Description of Duties:
* Develops and maintains the overall structure of the Agency’s Internet and Intranet web sites, currently utilizing Microsoft Expression Web.
* Serves as a member of the Agency’s web team. The web team is both a knowledge repository and a communications resource. This person ensures the team members are properly trained to maintain assigned sections of the site.
* Ensures adherence to agency web policy and standards including external link policy, privacy and security policy postings, role definitions, decision points for content approvals, intranet and internet access permissions, effective use of web software, publishing procedures and guidelines, and web analytic standards.
* Consults on the direction of PSERS Intranet presence, including researching Web content management options and recommending a solution,
* Plans and implements the agency’s Intranet (Interact) redesign to web content management system.
* Follows the strategic plan for PSERS’ Web presence, based on management priorities, directions, and goals as well as the needs of the members. The person meets with and interviews managers and employees in program areas to determine needs. Coordination is required between diverse operational and organizational units. This person also analyzes the PSERS’ Website Usability Surveys to determine how best to organize information and set navigation standards. Planning is an important part of the continuous improvement of the site to meet both the agency and member needs
* Serves as an integral part of the agency’s Continuity of Operations Plan. Through this role, the web specialist ensures that website documents are reviewed and maintained as part of the agency’s business continuity plan. Develops, administers, and maintains a business recovery plan and procedures for ensuring the efficient operation of web services.
* Develops Web training programs for members of the web team.
* Oversees and coordinates the work of staff with web content duties and through this role is responsible for the oversight of technical web work performed by staff and ensures that web work is completed accurately and timely.
* Provides guidance to staff performing web work. This is inclusive of planning, usage of development tools, and the maintenance of their assigned web content.
* Ensures compliance with established Federal and State accessibility and usability standards and directives. This includes ensuring that the site meets the accessibility guidelines under Section 508 of the Rehabilitation Act Amendments related to enhancing accessibility for persons with disabilities. Completes assessments to ensure compliance.
* Ensures agency web presence meets agency and state standards and templates.
* Reviews and analyzes administrative issuances and enterprise-wide directives related to web development and maintenance; determines impact on agency policies, priorities, and objectives.
* Has responsibility for establishing and monitoring design standards based on Agency or Commonwealth directives.
* Has ultimate responsibility for organization and presentation as well as ensuring that the content is kept current.
* Produce a consistent visual image that:
* Has responsibility for implementing the ongoing development of the agency websites, initiating redesign of the websites when necessary and the updating of all content.
* Ensures the team members are properly trained to develop and maintain the site. Because this is the primary site for most business policies, procedures and law, there is a great deal of coordination and activity to maintain the site.
* Monitors the logs and analyzes traffic statistics and website activity.
* Gathers and analyzes necessary data.
* Develops conclusions and recommendations and prepares reports.
* Checks bugs and problems, diagnoses and fixes these as appropriate.
* Resolves issues related to browser compatibility.
* Works with IT staff on Web-related server configuration, maintenance, availability, and security issues.
* Evaluates, tests, and makes recommendations of software and hardware for use in web page development and web page hosting.
* Provides technical advice to agency staff.
* Prepares detailed instructional material and presentations.
* Trains on the design and use of the web and how to locate information.
*Participates in benchmarking activities, particularly with other retirement systems, including discussions about web applications and self-service delivery.
*Performs other related duties.
The person in this position supports a critical business function. When there is a declaration of an office closing, emergency or disaster, the incumbent may be required to participate/assist in those functions to aid the business continuity process. As such, the incumbent may be required to remain at or report to work at headquarters or an alternate site. If necessary, the person may have to remote into the server. He or she must be available or reachable by telephone during the recovery process.
